Across California, too many public agencies are withholding 100% of progress payments over minor paperwork issues. It's unfair, unnecessary, and harmful to your business. We're pushing back.
Through your direct input, we’ve developed a Position Paper urging agencies to adopt the Caltrans model, which releases full progress payments quickly and fairly. This practice gets more money into your hands faster—so you can bid, build, and grow without cash flow disruption.
We’re actively working with agencies statewide to implement this change—and we want you to share the Position Paper with any agency that isn’t yet following best practices. Help us push this forward.
UCON encourages public agencies to initiate a best practice review of their current progress payment processes and consider updates that align with the Caltrans model.
