U.S. DOT Changes to DBE Program
What Contractors Need to Know
On October 3, the U.S. Department of Transportation (U.S. DOT) published an “interim final rule” (IFR) eliminating race- and gender-based Disadvantaged Business Enterprise (DBE) goals on federal-aid highway and transit projects. Changes go into effect immediately.
On October 7, UCON partnered with ARTBA and legal experts to host a webinar on the U.S. DOT’s proposed changes to the DBE program. The webinar was free, and open to everyone, regardless of membership, and recorded for those who were unable to attend.
The presentation provided clarity on the industry’s current understanding and the impacts of the rule changes. Since further critical guidance from the DOT is expected soon, UCON is working closely with legal experts to keep contractors up to date on the latest news, including agency-specific memos on the subject.
