Background
On September 30, 2025, the U.S. Department of Transportation (U.S. DOT) issued an “interim final rule” (IFR) eliminating race- and gender-based Disadvantage Business Enterprise (DBE) goals on federal-aid highway and transit projects. Changes went into effect October 3, 2025.
On March 2, 2026, Caltrans initiated its statewide reevaluation process for DBE certifications: DBE Reevaluation Notification Letter and Guide
Shaping a DBE Program that Works for All
As Caltrans develops new DBE program guidelines, UCON convened a contractor-led working group to identify what is working, where the current program falls short, and what changes would deliver better outcomes for agencies, DBE firms, and prime contractors. The result is A DBE Program That Works for All, a comprehensive white paper that provides Caltrans with practical, industry-driven recommendations as it designs the next generation of its DBE program. The goal is simple: ensure the program reflects real-world experience and creates a stronger, more effective framework that benefits the entire construction industry.
