Background

On October 3rd, the U.S. Department of Transportation (U.S. DOT) published an “interim final rule” (IFR) eliminating race- and gender-based Disadvantage Business Enterprise (DBE) goals on federal-aid highway and transit projects. Changes go into effect immediately.
