By also providing labor, operations, and human resources consulting to our members, Victor is satisfied with resolving people’s problems, connecting contractors to opportunities, and improving contractors’ abilities to get more work and stay competitive.
Clay is the Chief Operating Officer and leads the Southern California office. He is dedicated to cultivating genuine relationships and improving the business environment for UCON’s members.
Derek Borghi has dedicated over a decade to the construction industry, developing skills and knowledge that he now brings to his role as the Director of Labor Relations at UCON.
Derek is grateful to the UCON team for their confidence in him, especially those who have supported his transition into this role. The UCON motto of “relentless service” aligns with Derek’s own values, as he has seen firsthand how this principle drives the organization. He is committed to maintaining this standard, working diligently to earn the trust and respect of the entire team.
Ruby oversees association labor contracts and supports UCON’s contractor member companies and their teams. Her main focus is researching and answering inquiries related to contract interpretation, payroll, prevailing wages, employment law, and more. Ruby also prepares and educates members by creating reference guides and bulletins that address critical issues, and her work is crucial to serving UCON members.
Elizabeth “Liz” Castro brings over 20 years of experience in the construction industry to United Contractors, specializing in union payroll and public works compliance. Liz is excited to be on this side of the industry stating, "United Contractors was a lifeline for me when I had an urgent payroll issue on payroll day. I'm looking forward to providing the same exceptional service to members".
Teresa Osso serves as the Labor Relations Manager at United Contractors, where she supports signatory contractors through advocacy, guidance, and practical problem-solving. With nearly 20 years of experience in the construction industry, Teresa has spent the last decade focused on complex public works projects—managing certified payroll, resolving contractor grievances, and navigating Project Labor Agreements. Her work is grounded in hands-on experience, including several years spent in the field as an Assistant Construction Manager.
Lucia provides operational support and assistance to UCON’s contractor members. She assists in resolving issues and answering questions involving labor relations, collective bargaining agreements, grievances, labor disputes, payroll, and pre-jobs. She ensures that the UCON team delivers on its mission for member service, making UCON the “go-to” resource for contractors.
